Ok so keep in mind that this is not a stomp. Time Havoc is faster and can win due to BFR. Although I am willing to restrict Commander-in-chief if everyone else believes it needs to.

Yeah I know I did but wasn't that in favor of Time Havoc? Esdeath has the AP advantage here
 
Well, lets see. Time Havoc still has spamable time hax that doesnt tax his stamina, as well as portal spam and higher speed...
 
Is it? I never now the actual values of their speeds so I just go by what he profile says. MHS vs MHS+, seems even but if it isn't I will equalize Speed.

Which will take an advantage away from Time Havoc
 
Time Havoc is still above the current 7-B feat on top of being able to transform to become stronger on top of spammable time slow/stop and BFR
 
And Esdeath one shotted a baseline 7A and Time Havoc isn't even City Level+

Seems pretty inconclusive if I do say so myself, it's who hits first.
 
wait but this guy has time stop and if he uses that first in character it does not matter if Esdeath is gooing for an attack she will lose for sure.

Note: I know nothing about time havoc and I am only going off his profile.
 
He'll likely go for a straight forward fight in the beginning but yeah it's very much in character for him to time stop as well as spam portals and time slow.
