Why are characters like Batroc, Crossbones, and Helmut Zemo listed as 9-A when Captain America and Bucky are listed as 8-A?

Matthew made approximations of which characters that are stronger than the others, but it isn't at all easy to try to make sense of the Marvel powerscaling, since "street level" characters can even be scaled to High 1-B or 1-A cosmic entities in a few storylines:

Zemo, Batroc, and Crossbones are generally presented as considerably less dangerous than Captain America, but the big problem is that in Marvel any character can beat any other character, no matter the power difference, so it is the hardest franchise in this wiki to try to make sense of.
