Let’s go:

• AP, SS & Durability: Gen scales above 541.93 Megatons (higher with Shield) while, from my understanding), Zoro is above 108.57 Megatons, higher with Goken and Gorilla techniques and 434.28 Megatons with Asura. So Gen has the advantage
• Speed is Equalized so bleh
• LS: Zoro wins hands down, no competition here
• Skill: I think Zoro has an edge for more on-screen feats (KN8 is still relatively new in comparison to OP) but Gen is no slouch in combat as he is superior to his First Division Captains, who are superior to Kikoru, who is regarded in her verse as a genius talented fighter capable of overwhelming talented and gifted recruits (valedictorians of combat colleges and universities as well as a rising star/hope in military armies) with ease
• Other Stuff: Gen’s most notable weapon is his Numbers Weapon, which is quite good Precognition. It allows Gen to essentially read Zoro’s brain signals to see his next actions before he can even budge. Shown quite effective against KN9, who has adapted to Gen’s movements, predict his attacks, and move FTE to the point that No. 9 was helpless against it. His Numbers Weapon is famous in his verse after all for allowing users to unleash “inescapable attacks“. He can also use it to pinpoint weak spots he can utilize to take Zoro down quickly. And as he uses his Numbers Weapon, he gets a spike in his neurotransmitter and brain transmission speed, which will be very helpful for his ability to process information faster than an average human. Not to mention, Gen has his AoE bullets, such as his burst rounds which is potent enough to shoot giant holes in kaiju (they could cause internal explosions if the bullets enter the opponent’s mouth or wound), freeze rounds to slow movements, and conductor rounds to paralyze and even if he missed, the bullets create a chain lightning to paralyze targets. He also has stun grenades to blind and stun targets if it comes to it

Zoro on the other hand, has his Aura, which can cause Fear Manipulation and Paralysis Inducement (don’t know how effective it is against a stronger opponent but it is something Zoro have). He got his own Analytical Prediction (two of them if I understand) and Information Analysis that will allow him to determine the speed, power and angle of where he should cut to inflict more damage than he would usually. He got Extrasensory Perception so if Gen tries a sneak attack, he would sense him. Zoro also got better Pain Tolerance than Gen. Zoro also got his Dura Neg via Flying Dragon: Blaze that he can use​

If I have to vote someone, I personally say Gen in my opinion. He got a huge advantage in AP, got versatility in his bullets and his Numbers Weapon, RT-0001, will allows him to predict Zoro’s actions before he even budge. Though it really depends on how effective Zoro’s Fear Aura and Paralysis is against stronger opponents.
