Sasuke and Kakashi are not sensory type Shinobi, and no, it's still not an ailment. They just can't see through thick mist because that's just how the how the human eye works.

Even if that true, that scan would imply "Enhanced Senses" user like sensory type shinobi would have a hard time tracking him... that isn't normal Fog but infuse chakra nature with the fog.

Sensor Types do not have Enhanced Senses. They possess the unique ability to detect chakra signatures after they have switched to "Sensory Mode". Even still, nothing in that scan suggests that the Sensor Types would have difficulty tracking him; in fact, Kakashi pretty much blatantly comments that they would be the only ones capable of tracking Zabuza.
