Have to give it to Yusuke by virtue of his better fighting abilities, Regenerationn, and long range advantage. By that point of the series, Yusuke could spam both his Spirit and Demon Gun as much as he wanted with no problem, so he won't get short on ammunition either.

Though, what's the AP difference between these two?
 
Yusuke scales to a 50 Teraton calc iirc, which was performed even when both him and Yomi were extremely casual though.
 
Just noting that Yusuke's regen won't help seeing as all Flamedramon's attack the mind and soul. And Flamedramon is not far behind in AP. Flamedramon scales to 47 Teratons and he has Acceleration boost that doubles his next attacks power. Not to mention forcefields as well. Flamedramon can also spam his attacks as well. Can't ignore Flamedramon's options here.

Not far behind in AP and if he was Acceleration Boost will double the power of his next attack and while Flamedramon can likely afford to be hit by Yusuke, the same can't be said in reverse as Flamedramon attacks the mind and soul.

Yusuke can dodge and counter ranged attacks with his but I see Flamedramon coming out on top in the long run.
 
He's the type to freely switch between both constantly throughout the battle.
 
I am very willing to believe Yusuke is skilled enough at hand-to-hand that in close quarters he could take on Flamedramon without incurring a direct strike, added in with a hail of spirit volleys in case the digimon favored up and personal and tried to shorten the distance first, but this changes things entirely.

Unless a new perspective changes my mind, I'll have to change my vote to Flamedramon.
