I think that yusuke is atleast planet level. Possibly planet buster but why I think this is because the statement. And I think that if he can destroy a country with ease he can possibly do it. People low ball yyh I would say he is captain ginyu level at very most.

The only way you could argue planet level YYH would be somehow determining Genkai/Sensui was directly comparing Yusuke's/his own ki to the Earth's when she/he made her/his statement

We know Earth has ki, we're just not told Genkai/Sensui can sense it

So hyperbole is where these things will stay until someone can bother playing connect the limited dots enough to form a real argument
