I believe the Senator takes this.

- He's the more rational of the two and more likely to keep his head.

- He can up his own durability on top his own healing.

- He has range advantage with his explosions and shockwaves.

-He's physically the stronger of the two.

Lizard's only major advantage is that Armstrong will eventually run out of power but he doesn't know that, so it's not like he can plan for it. I think that Armstrong just has a little too much going for him and it's more likely that he brings the Lizard down before he runs out of power.
