Dude. Caerula has like city-block level attack and defense stats.
She also uses sharp weapons which is a disadvantage for Yang who relies on catching attacks to charge her semblance as if she gets hit when she's low on aura, she gets hurt bad.
Though I guess it would be offset by Yang's semblance and higher reaction speed.
How does Caerula fight?

oh caerula also has precognition relating to a battle - as in she accurately predict's an opponent's next moves

Precog and projectile spam on top of higher stats? That would make it so their ability to react be somewhat equal.
How strong is her needle barrage thing? Is it what makes her city-block level?
Does she start with it? How does she usually start her fights?

nah the thing that makes her city lvl is in past she was able to destroy large buildings as a side effect of fighting
and now she is stronger
the needle barrage is pretty strong, idk how much, with enough needles, it shud be more than large building+, possible city block (since she does put all of her power in it)
the thing is due to 700 years of fighting she knows the strength and weakness of her opponents to a good extent so she starts out in a way that meets her goal
if it is to win, she starts out with the thing that will disadvantage her opponent
and now she is stronger
