What if a world that is "removed from the march of time", "exists outside of time" and contains physical matter, you would consider this time-space?

It would be wrong to approach it precisely, without context.

But at worst, as you say, it could be handling a 3D space on a standard scale because it's "removed from the march of time." -- "exists outside of time."

The content is that in a game called bendy and the dark revival a machine transports you to another reality and it was confirmed it exists parallel to the real world and it exists outside the march of Time, days do seem to count inside of the said reality but time never really passes
