Another Ryuga is basically an anomaly in the verse. He came from an alternate dimension (Mirror World) that no longer exist (get destroy at the end of the previous franchise) from an alternate continuity that no longer exist (multiverse erased “wrong” or deem it non-canon to the main multiverse).
In order to defeat Another Rider. The MC have to travel through times in order to extract a McGuffin from the corresponding Rider (“hero”) in order to defeat Another Rider (“the villain knockoff version of the hero”) counterpart, in this case, MC need to find Kamen Rider Ryuga. However, they can’t due to Ryuga coming from a timeline that don’t have the past nor future to travel to in order to extract the MCGuffin from.
