Tbh I think this fight is Inconclusive because we have 0 idea on how they'd interact:

• Mindscape Bill is mostly featless and can barely interact with the real world. Most of his hax are shown to be applicable to either animals or inanimated objects, and needs to either make a deal with a human accepting it in order to use hax, or to be in the Mindscape.
• Caine on the other hand not sure if he can interact with something like Bill, a Nonexistent being of mind, soul and energy which also isn't any of those 3 at the same time, given that he mostly interacted with code, and I am not sure if he can affect that as well only because "reality equalization gg".

This could go on forever in a debate if Bill would still count as a code for Caine to erase, or if being in a digital simulation still counts as a Mindscape for Bill to fully use his powers, which I do not think there's a right answer here.
