Why isn't base Hercules MFTL+?

Prolly because he doesn't has feats of his own and the MFTL+ characters you mentioned generally hold back to not fatally harm their enemies

In physicality yes. But Thor is a jobber who likes to brawl, plus holds back against even the likes of Hulk and Gladiator. So there is little to no chance he would cut loose on Hercules. Now if Hercules has some feats of his own then he deserves an upgrade
