Why is Magellans Stats unknown?

Magellans stats are apparently unknown even though he was able to draw blood from Luffy (Physically) and damage him.

Based off of what? And he wouldn't. He was busy getting roughed up by G2 Luffy who was only mountain at the time.

Ok, so:

1. AP = Dura doesn't apply to him, he isn't using solid objects for most of his attacks.
2. Him being able to do a thing doesn't make that his limit.

What? Okay sure thats not his limit, but why can't he be labeled as 7-A for the time being? He has both ap and dura feats. You clearly saw him roughing up luffy and until more proof is shown, he can't go higher. This kind of format already exists if people truly think he scales to the BB pirates.
