Is it due to he lacks feats, or his theoretical power isn't high enough even in his highest form? Isn't the ability to destroy and create multiple universes with his godhood turn null (I think thats what it is called) at least A?

What do you mean by so low? 2B is great enough with his best feats.

I don't know anything about the character but in order to be 2-A you need a specific statement of "infinite universes" and looking at his profile it doesn't seem to be the case for him.

Gotchu, I suppose I just misunderstand the tiering system/what the difference is between what Rimuru has and A tier characters.

I saw that, but I just misunderstood i guess that for 2-A you need an actual statement of infinite.
