Why doesn't Kaguya possess Juubi's abilities?

I don't know if this has already been discussed here, but why doesn't Kaguya possess Juubi's abilities? It was stated that the Juubi is the combined form of Kaguya and the God Tree, she even transforms into it during the battle against team 7.

Weather Manipulation, Large Size (while she is transformed into it), Resurrection, Limited Madness Manipulation, Body Control and Energy Projection
