Why Chidaruma and Death are 2-C

We have Chidaruma as low multiversal and in Dorohedoro page, Death scales to him too. According to Chidaruma's profile, He Created multiple universes including Hell and the Sorcerers Realm.

But where was it said? any scans? i just finished manga and there wasn't anything about creating universes and there was also no reason for scaling Chidaruma to Death.

also where was it said that those realms are universes and not small dimensions? we could only see a few cities in each dimension.
