A while ago, I saw that there were old Discussions on downgrading the Dorohedoro verse, on account of there being no scans of if Chidaruma having created Hell or the Magic User Realm. I reached out to the YouTuber Better Devils, who has closely analyzed the Dorohedoro characters, and he pointed me to this page (apologies for using a link, I am unable to figure out how to post the direct image);
It states that;
"Hell was also created around that time."
"I originally created magic users as a way to relieve my boredom..."
"But as their numbers grew they became more arrogant, so I decided to drive home their inferiority by creating a place where they could be punished."
This outlines that Chidaruma created Hell itself, and could insinuate that he also created the Magic User World since he created the Magic User species. Since the exact size of either realm is unclear, if this doesn't concretely increase him to a Tier where he could create large enough for a sizeable population (continent to planet level), then perhaps at the least this argument could be used to argue why his Tier is "Likely Far higher"
