well, Moon Archer possesses C-Rank Strength, making him stronger than his Fate/stay night counterpart. About the other stats they should be equal, same for abilities. So my vote goes to Moon Emiya.

I think it's a little unfair to simply assess the based on strength alone since Earth Archer has even stood up to Heracles, who has A rank strength, and taken most of his lives, should it also be mentioned that he stalemated Cu Chulain who has B rank strength

... I'm not basing it on their Parameters, No Name is explicity stronger than the regular EMIYA and can do things that would kill his Earthly counterpart due to his increased ability.

Moon Archer not only has higher strength ranking, but as Ionlion said it's overall canonically stronger.
I know that Emiya can stalemate or defeat opponents stronger than him in stats, but we're talking about an other Emiya with the same strategies, but superior strength.

Since theyre both different Emiyas wouldnt it be fair to not assume that Moon Emiya wouldnt have every single one of his main timeline counterparts weapons? I mean it would make sense since they are totally different people in terms of their life for the most part. Though Moon Emiya can use Excalibur freely without running out of mana if we count CCC so thats a problem
