Whispy Woods Tier

Whispy is not a single one character, its an entire specie. We have seen a lot of weak Whispy, but we have also seen strong Whispy Woods like the one in Team Kirby Clash Deluxe. So I think that his tier should be:

High 8-C, 5-A a strong one
