Which feat is more impressive and why?

The second one. It’s 2-C
It’s weird to think about in a literal sense but we treat the “space in between universes” as higher tiered then a single universe by default

The first one can be 3-A, high-3A, or low-2C depending on context, as in wether what you called a “regular universe” is infinite, finite and wether the character destroying it affected time or not.

The first one also destroyed timeline
 
The Spacetime continuum of a Universe or Low 2-C Model has a timeline with infinite snapshots of the universe in question. Because of this even destroying our Universe's Spacetime would be more impressive than destroying an Infinite 3D Universe. 4D destruction > 3D destruction.

So the first one would still be Low 2-C and so would the second one. But in the end, it's 2 > 1, cause how big they are doesn't really matter if they're all the size or bigger than a standard Universe model.
