Without further context doesnt seem like anything maybe a sort of omniscience.
You should quote or show scans to provide further context because this is not simple feat of destruction that can easily be scaled.

Anyone can imagine Universes and create things from there, the line has only been crossed when people create whole universes. That, or the show demonstrates the universes as real for all but fiction for the character. Ask Azathoth for a license.

The feat that you are describing is Reality-Fiction Transcendence. Tier depends on the full extent of what the character sees as imaginary. Could be anywhere from Tier 2 to baseline Low 1-C if it can be proved. Emphasis on if. But this isn't a revision, just a Q&A. So, question answered?
