Where does the 7-C scaling come from for OPM?

So like, I was considering making some matches for 7-C tiered peeps from OPM, but the problem is, I can't really seem to find what even supports this rating.

From what I could infer, the 7-C upscale from The Three Crows, who downscale from a weakened Suiryu, who performed a 7-C+ feat at full health.

Like, Lightning Max killed one of the Three Crows, Deep Sea King fodderized Lightning Max, and every S-Class worth a damn scales from the Deep Sea King in some way or another, like "directly" (i.e., the simulation), via Genos, or via comparable monsters.

They downscale to baseline 7-C iirc
