What's the difference between Supernatural Luck and Probability Manipulation?

Supernatural Luck is passive while Probability Manipulation is typically done using a technique and what not. The latter is also something users tend to have more control over.

These abilities shouldn't really be separated then.

I think Supernatural luck is just higher chance of good (not gonna happen 100%) while probability manip can make your chance to happen no matter what (Like 100% would win the fight)

Well, I think no. The effect of them depends on how a character can use. Sometimes, they are really different.

I disagree; Supernatural Luck is simply generating probability rather than manipulating it with full control. Probability Manipulation can also be used on others; such as when picking numbers in a tournament; they had a common goal of everyone not fighting each other during the preliminaries. Or if someone wants a friend to win a game of luck and not themself, they can do that. Supernatural Luck is just a character having a supernatural force that makes luck always on their side; and they can't really control it. Or it causes opponents to always have bad luck regardless of wishes. There also exist characters who have "Supernatural Luck" due to being cursed to have bad luck. Which also emphasizes the limitations of supernatural luck and the capabilities of probability manipulation.

Supernatural Luck is a passive, self-applied power that almost all cases, users have no control over it. Probability Manipulation is, like its name, a manipulation ability, the user have control over this power to induce probability. Of course this two powers can overlap, such as some probability manip could induce luck on something, someone, but that is case by case situation, by default, they are different
