What's the difference between Ice Manipulation and Absolute Zero?

Would freezing past the outer layers of the body (like the skin) grants you absolute zero?
It wouldn't, but it would be Ice Manipulation that's close to Absolute Zero (If it was stated to be close) like Jingliu for example.

Iirc, it either needs to be stated at the temperature of Absolute Zero nor if it freezes at an atomic level.

No. Absolute Zero is not something you can just assume without indications. Either it freezes down to absolute Zero, it directly freezes matter or it plain isnt absolute zero
 
I wonder, would freezing space itself (Xianxia BS, don't ask) due to sheer cold qualify for AZ or nah?
I don't think so even a guy that had the ability to freeze (ice) the mind, the soul, and the "literal concept" of a person didn't get absolute zero for not having the halt all motion statement
 
Thats a fucky wucky I personally woudnt step in; I didnt even know that "freezing matter" fulfilled the atomar freezing portion.

The way I see it, I would say no, because space is a abstract thing that has no clear heat requirement to affect; thats like asking whats the temperature of concept burning fire. If you take the statement the other way and say its a figure of speech meaning that everything within that area was frozen, you would still have to proof that it affected matter itself.
