What's the difference between Accelerated Development (Battle) and Reactive Power Level?

Reactive Power level mostly refers to their physical characteristics and/or powers and abilities. Accelerated Development can also extend to characters being quick learners to various fields of combat skills as well as powers and abilities.

So Accelerated Development can also make the user a better fighter, rather than just limit to physical stats and powers/abilities?
