Quick question:
If a being is stated to hold the cosmos (space and time; 4D), it would be Immeasurable LS, yes?

Though how does this relate to AP?
As lifting something does require energy (as lifting something makes the object gains potential energy equal to the amount of energy used to lift it), and the cosmos are lifted for a very long time (billions of years). Would this be some form of potential energy?

For the first question, aye. Assuming the cosmos is indeed referring to all of space and time.

As for the second question, it would most likely defy potential energy itself. Moving constructs of those tiers (High 3-A and above) will effectively defy physics (Joules no longer being applicable), and would be considered as "significantly affecting" them. You would also have to provide your own force back at those constructs to prevent yourself from being crushed, and it's no secret what those forces would lead to at those tiers, effectively also making it an AP, LS and Durability feat.

Yeah, as they have to provide their own counteracting force to the construct and prevent themselves from getting crushed.
 
Holding and moving a space-time continuum would be Immeasurable Lifting Strength as well as Universe level+ Attack Potency.
