What time would be considered valid for reaction time?

For vsbattle’s standards, how much time difference would be valid for a feat to be considered a reaction calc feat when a person managed to barely notice something right before they attack said person and then reacted to it? Would it be less than 1 second? As in not giving any time to register or prepare for said feat as they would react after noticing and when they are attacked.

i hope this makes sense as it can be complex.
