What tier would a flare pistol be?

Going off google searches, the shell of a 37mm by 1.45 inch bullet is 0.6 kg. And muzzle velocity appears to be 121 m/s.
0.5 * 0.6 * 121^2 = 4392.3 Joules which would be 9-C.
No idea how that would be fire manipulation; doesn't seem like a flamethrower.

I'm not even sure if the mass is correct, as I actually got that from a different gun. Not sure if flare bullets have less density.

Flare Pistols are those things that shoot the little things that shine really bright, and are used for signaling, yes? I can see a Minor Light Manip/Fire Manip from that. Emphasis on Minor though.

That would be light or fire generation.
