For the first question, that depends on the context as "countless" can be a flowery term. Having the universe inside you is Low 2-C alone, as the gap between universes is apparently infinite (though I've seen a finite gap that is so insurmountably large that you're better off sticking with infinity). Imo, being countless isn't going to do much without context. If it's, like, countless universes, it can essentially be 2-B, unless if it's like infinite, in which case it's 2-A since apparently seeing it as a small ball implies whoever it is actually sees countless 4D as something with a semblance of size.

As for the second one, that is essentially creation, perhaps with dimensional manipulation and void manipulation on the side.

how about theres inside some ball soo big even ppl that can see an entire infinite space cant see outside of the "ball".
