Depends on storm size.
Assuming a natural 24 km storm cloud, it can be anywhere from High 7-C to 6-C (based on various calcs done for Tōshirō Hitsugaya). There are also characters for whom storm feats have ranged from just Low 7-C to as much as High 6-A (depending on the storm size).
Your best bet is to calculate distance to horizon (if the storm covered the entire visible sky), assume various cloud depths, then use the methods details in Standard Storm Calculations and Cloud Calculations to get the energy.
