What Tier is a character who destroys a Meteor?

Depends how big the meteor is

On average, Meteors should be around 50 to 100 meters.
Assuming a sphere...
Low end volume: 6.54×10^10 cubic cm High end volume: 5.24×10^11 cubic cm
Low end Fragmentation: 6.54×10^10 * 8 = 523,200,000,000 Joules - Multi-City Block level
Low end V. Fragmentation: 6.54×10^10 * 69 = 4.5126e+12 Joules - Small Town level
High end Fragmentation: 5.24×10^11 * 8 = 4.192e+12 Joules - Small Town level
High end V. Fragmentation: 5.24×10^11 * 69 = 3.6156e+13 Joules - Town level
So 8-A to 7-C.
Of course, it depends on the size of the meteor. If it's around the size of the character, then it'd probably be around 9-B to 9-A. Maybe 8-C if it's somewhat bigger.
