or is it case by case.

an example is the Setback Gem (Camp Lakebottom) that can Revert things to a previous state (although it does not work with zombies) or Doctor Doofenshmirtz's De-Evolution-Inator that can turn things back to a previous version such as converting a human to caveman or a fish

Biological Manipulation for something like making a human devolve into a caveman.
Perhaps Time Manipulation or Causality Manipulation for reverting something to a previous state in general although that depends on the context.
