It doesn't matter, if he was in the scope of the sniper, he will hit, even if he miss.

It honestly seems like either Homing Attack or Probability Manipulation

I'd say it's simply Probability Manipulation (just as Riki mentioned), as he is able to boost the probability of hitting his target up to 100% by looking through the scope, regardless of the uncertainties they may occur.
