In RuneScape, a god named Zaros is able to passively make anyone near him begin to follow him. Even enemies that are not mentally protected will begin to serve him so long as they are in his general location.

Is this Mind Manipulation, Empathic Manipulation, Willpower Manipulation, or something else?

Any thoughts and ideas are welcome.

They could qualify as such, along with Morality Manipulation, Memory Manipulation, Perception Manipulation, Fear Manipulation, etc, but they have their own applications so they get their own pages.

Anyway, Mind Manipulation and Empathic Manipulation/Morality Manipulation if he also messes with their emotions and morale code.

Well if they hate him and yet remain near him for long enough, they will want to serve him no matter their previous beliefs or opinions on him.
