What does the " Limited " mean?

It means a ability has limits in regard to it's usage and/or effects compared to the usual.
I.e. limited time stop for being able to freeze singular people in time by hitting them, rather than just stopping time
Or limited ressurection/immortality type 4 for being able to ressurect only once

A good example is someone may have limited fire manipulation but only with a flamethrower that isn't in their standard equipment and only has 10secs worth of fuel compared to a firebender from ATLA who has regular access to fire manipulation.
