What does layered fundamental abstraction do?

Like say A is needed for being the fundamental building blocks for all reality (information)
But A needs B to be it's fundamental building block

Does this do anything?
 
This leads to a regress in fundamentals that strips the notion of a "foundation" of its meaning, since what is assumed to be primary depends on something else.
Thus, it results either in a vicious circularity or an infinite regress that prevents the realization of reality.
 
Yeah it's nothing besides what it is in context. Different stuff can be fundamental to exist.
