what does “at least” mean on profiles

The minimum tier that a character, weapon or attack may qualify for, though it may scale to higher but there's no proof, concrete or otherwise.

At least, that's how I understand it.

It can either mean they come from a scaling chain in which the character is well above the character who did the original feat, or the feat was so casual that it happened without even trying meaning they are likely much higher if they go all out.

I've also seen it used for characters who got a powerup, but never got to use it in a way that gives us a new feat so we have no clue how meaningful it was
