Weeping Angels Doctor Who

So I looked at the Weeping Angels profile and I was wondering: wasn't there something about people forgetting about them the moment they stop looking?

I remember the Doctor saying to the world to keep marking their arm in case they forget, so that they can know they saw them and quickly try to see where they are.

May mistake them with another being, but I definitely remember something like that from the show.
 
You're get the Weeping Angels and The Silence mixed up.

The Angels only move when not observed while The Silence erase any memory of them existing when not observed.

Now that I think about it, I've gotten them mixed up in the past too.
 
Oh, I see.

I could find the "Don't blink" scene all the time but never found this one where a guy look at a TV, then see that his arm already has dozens of marks despite barely finishing to look at the TV from his perspective.
