In this scene, Ganondorf only has 3/4 of his soul, and he even says he doesn't have his full power. Despite this, he still heavily injured Cia, who had the full Triforce. And this is a consistent feat, since he also fought Link and Zelda multiple times.

Pretty sure this is PIS as a Zelda character must have the Triforce in order to be at least Star level or Cia was portrayed as glass cannon in that scene, which seems unlikely.
