They do qualify for infinite in that scene. Its just that Wally didn't instantly gain infinite speed. He didn't reach that point until Zoom got fully into focus a couple panels later.

I don't think this can be used since it's saying light speed = infinite speed.

Light speed in dc isn't necessary light speed. Most times it means they wanna move their fastest as shown throughout many dc books.
Plus we know writers don't know what infinite or immeasurable speed is especially as to them light speed is the fastest despite the characters doing far more impressive feats than light speed.

Yeah, Qawsed abd confluctor are already done with both infinite and immeasurable speed justification.
