The Speed Force is one of DC's main Multiversal forces, which exists on a higher plane of existence and is, basically, responsable for giving a speedster it's powers.
The High 1-A rating is when Wally is using the power of the entire speed force, that's not a level of power he can normally achieve in base.
In base, going by our profiles ratings, his power varies depending on how fast he's moving, with his power peaking at the level of 52 Universes (2-C)
Someone more knowledgeble in DC can correct me if i said anything wrong, but that's pretty much correct, as far as i know
