Superman: Many, many, many, multiversal feats, as well as galaxy level and universe level feats: All considered outlier.


Goku: Has exactly one universe-level feat. Not considered outlier.

Yeah. DBS totally started in the 1938 too. Said feats are outliers because they are outnumbered by many others
 
I don't read comics or watch Dragonball, so while I don't know the circumstances for both I'm fairly certain that the reason Goku's feat was accepted was because he specifically got a powerup before the fight, while Superman was probably just considered the same Superman as he normally is during those feats, where he consistently fights and struggles against beings infinitely less than those higher beings.
