Vilgax has claimed that he would destroy planets on multiple occasions (primus and earth) Since the first was claimed in the OS and the latter was claimed in AF, I think it is safe to assume he cannot do this with his own strength. That being said, he probably has some planet busting weapon. Is this enough to add a 'likely 5-A/5-B with tech' on his profile or not?

Well with no feat it would be baseline 5-B not 5-A and since the weapon was never shown we wouldn't even know how it works or anything notable about so I don't think it's worth a key but thats my opinion.
