A small tiering revision for Alden Tate.
As seen in InFAMOUS #1, Alden is able to be easily restrained by ordinary straps, and is knocked out in one punch by Moya Jones:

And while his Telekinesis was able to match Cole in combat, he was easily manhandled physically after being incapacitated:

However, he is still able to survive falling off a bridge, which would've killed a normal man, and likely should be comparable to Grunt enemies at the very least.
So simply put, his tier should be:
Likely 8-C+ physically (Should at least be comparable to normal Grunt enemies, and survived falling off a bridge). At least 7-A, likely higher with Telekinesis (Was able to easily fight against Cole MacGrath)
