Do characters without amplification abilities still scale for being on par?

For example, characters who can't use biotics, or additional fortification and just have standard shields, but being on par with them is okay.

I think characters should be 8-B or 8-A using standard shields, with High 7-C amplification.

What are the opinions on this?

I don't know enough about Mass Effect to say anything on that, unfortunately.

Although from the sounds of it, it might be okay.

I don't even know what the problem is. From the looks of it the changes were accepted but I think there's still a few calcs that need to be made? I don't know. This is just like TES, no one knows about the verse unfortunately. Once again, I don't know...
