Idk if he truly meant GoD because kaioshins are also called "gods" but...i'll leave that up to interpretation

Note that he is likely referring to your usual Kaio shin, who are also gods, not Hakaishin. Beerus was still higher than Blue goku. Remember that Zamasu was a kaioshin apprentice and referred to them as gods. Also he was traumatized by goku while being a kaioshin.

Comparing Kefla to Vegito is pointless. The only statement that we can use is Gowasu saying Zamasu's power expanded to no end, similar to what a Goku said about Kefla's power. We tend not to take the infinite statements seriously, even when they're proven the very next episode for whatever reason.
