Instead of a standard vs battle, I thought this could be just as interesting.

Give your thoughts and opinions on which character you believe has had the better characterization over their history.

I'm actually researching Shadow and his character for a Psychology class project lol To put it simply he was created by Eggman's grandpa as an immortal lifeform to cure his daughter from an illness, daughter gets killed and Shadow lives his life edgy and depressed but keeping Maria's dream and swearing to protect the world from evil and to fight for prosperity and peace, which is what Maria wanted.

Don't know too much about Vegeta other than he's fairly similar in terms of character.
 
Shadow had development from SA2 to Shadow the Hedgehog/Sonic 06. When he was last prominent. The Sonic series in general took a writing and character hit starting from Colors, though Shadow had completed his arc. SA2, Heroes, Battle, Shadow the Hedgehog and 06 is where we see most if not all of his development

Vegeta had an amazing character arc from the saiyan saga all the way until the Buu saga, but DBS kinda took all the character development and progression and threw it out the window. I actually like how GT Vegeta developed as it was the natural progression based on what Toriyama had set up at the end of Z. I know the rivalry dynamic between Goku and Vegeta with the 2 being equal strength once again was a major pull for DBS rather than just being Goku eclipsing everyone, but Vegeta was hardly different role wise in DBS than he was in DBZ. At best we have him proritizing his daughter over a tournament and him wanting to win for his family and Cabba but honestly that's not much.

GT Vegeta never stopped training to get stronger as he still is a saiyan, but his life goal wasn't surpassing Goku anymore. He was still a family man, was still a powerful warrior, (Stronger than Majuub and SSJ2 Gohan, with Gohan himself never having stopped training), and was equal to Goku as a SSJ4 in the Shadow Dragons arc. So ironically in GT he was able to equal Goku in the end after giving up on making Goku his sole purpose and goal. He accepted his new life as an Earthling now as he said with pride in the S17 saga, and when Goku disappeared at the end, Earth was left in Vegeta's care.

Shadow finished his character arc after Shadow the Hedgehog and I don't think 06 ruined him, but he's more of a character that completed his arc and is just sticking around for the ride of the series as a main. Vegeta had the "better" more developed arc overall in Z, but regressed in Super. GT naturally progressed what Z ended on. So imo

Z /DBGT Vegeta > Shadow > Z/DBS Vegeta
 
I just don't really have the time to look at all Shadow cutscenes from SA2, Heroes, STH and 06 and then bring up the main points from each one.

Long story short is that he started out in SA2 as this revenge driven genocidal character who wanted nothing more than to destroy humanity to avenge his only friend. Putting the respect he gained for Sonic aside, after remebering Maria's true intentions and wishes for him and what he does in realtion to humanity along with Amy's words, he realizes how wrong and foolish he's been the whole time. He was responsible for the Ark crashing down towards Earth and he was going to be responsible for the death of humanity which was the exact opposite of what Maria wanted. So he decides to own up to his mistakes, helps stop the Biolizard, the "original" ultimate lifeform which has some character or symbolic moments in itself, and finally defeats the Finalhazard along with Sonic. And at the end, Shadow uses the last bit of energy he has to perform the ultimate altruistic act, sacrificing his life to Chaos Control the Ark back in place with Sonic before falling to his death from space to Earth. Than in itself is a short, sweet but potent character arc that I can't really do justice without actually rewatching the cutscenes, especially in Japanese with the original subs.

Heroes introduced the mystery of "who" this Shadow that's now alive is. An android? The real thing? Other? Things which basically led to Shadow the Hedgehog which is it's own can of worms. Nothing else is as deep or jarring as SA2 since Shadow pulled a full 180, but Shadow the Hedgehog was more of Shadow figuring out who he is and what his purpose was now. As well as his true origins but eh, that didn't really affect much. And then 06 was showing how Shadow is now that his character arc is basically resolved. Full circle. Now Shadow works with G.U.N, the organization that killed Maria and drove him to try to wipe out humanity (though Eggman's influence had something to do with that too), now letting go of that grudge against them fully and working with them in order to ensure that humanity and the Earth is safe.

As for Shadow post 06/Modern Shadow......idek, not even gonna lie. The characters barely have "character" in those games tbh
