I don't exactly know the AP gap but that makes me lean towards Legionis since Vegeta here has no abilities (i'm pretty sure he can't even spam ki blasts here) and also Legionis has Mid-low regen which is better than nothing

Ok so They can slow down vegeta , Trap him with gravity manip and stun him for a while from what I am seeing in the profile.
Their fusion just like any fusion in dbz only lasts for a very short time.

Vegeta explaining is more because Goku is a Saiyan that doesn't have a tail and can't perform/understand the transformation

If he goes into melee range , he could be fked because of the gravity manip , time manip and the chain bind ability.

Depends on what kind of enemy they're dealing with. If they're fighting a Range Fighter then they'll use the Bow Legion and Abuse the Time Slow since it happens automatically just from aiming. If they're fighting a Melee Fighter, they'll try to restrain the enemy with their chain and beat the ever loving shit out of them until the opponent is dead.
