According to the title, this time I will upgrade Outer and WorldView Holder

For WorldView: Range 4D up to Countless Dimensions

First of all, I will explain why there can be countless dimensions , in volume 3 of Nee Chan Wa Chuunibyou, it is explained that there is a "God" who sailed towards The Sea Of Star, And on the Cosmology Instant death page, it is explained that the Higher Universe is also called the Sea Of Stars

Of course WH has to get Perception Manipulation because he is the one who controls people's views/perspective

WH unconsciusly influences the world/worldview

No. Their Worldview only affect HR. Nothing more and nothing less. At the very least, their worldview depend on their ability level of existence. No one had worldview affecting all of them except for Yogiri. Outer already had Ac 4 related to fate and plot so a bit redundant to give the resistance. And for perception manipulation, WH don’t control other perception, they are just central of the given worldview which alter other people stories around them.

better to take feats that are in the fiction, than to take feats that are not in the fiction, because Heavenly Record or Celestial Foundation never once explained,
except Sea of Star which has feats
