This Discussion will include a possible tier update and 3 new skills for Fubuki.
Fuboobie is currently being listed as tier: likely 7-B, this is from when she manage to deflect 1 attack from a dragon level threat. Recently though, on the web comic Fubuki has had another feat (multiple instances) which I think will cement her position as a 7-B character. When Fubooty went to city A (which is now a fortress) to rescue her friend Psychos from her older sister Tatsumaki things got messy and the sisters ended up fighting. In this fight Fubuki is shown to casually rip apart the walls of the hero association base (same material as the a-city fortress) and use them as projectiles.
There are 2 main reasons why this could be considered a city level feat.
1. The material has been shown to be durable enough to survive the destruction of a city (city level durability), without any noticable scrathes. Fubusty ripped it apart as collateral damage.
2. The place where the ESPer sisters faught was a prison. Multiple demon levels were contained there, including (as far as we know) 1 Dragon level threat, proving that the material for the wall is indeed sturdy. The place was built to contain city busters (and for many months it did) but it was trashed by Fubuki's psychic powers. The prison wall of Psykos, a dragon level threat, was casually destroyed by Fubuki.
Then for the skill update.
1. Hell cluster. Fubuki picks up rocks and debris from the surrounding and uses them to attack the enemy in all directions and trap them in it's center.
2.Psychic whirlwind. Using her psychic powers Fubuki creates a protective field arould an area that nullifies all psychic powers except hers. Strong enough to fully nullify a Dragon level Esper's powers. Can nullify powers of enemies a few sub tiers above her. She has been shown to be able to use her other psychic powers while this skill is active. Deals damage to her brain. Highly effective against other espers, completely useless otherwise.
3. Psychic Binding. Using her powers directly on the target she locks her opponent's movements.
number two is especially important since i've seen many Fubuki vs mob posts were mob "stomps". In fact it is the other way around, fubuki has fought and won against an esper that is so above mobs paygrade 1-on-1. This does NOT apply to ???% though.
Oh and also it seems as though Fubuki gets stronger the more her ego is tested.
